CISS — Citizen-initiated state statute

A statute placed on the ballot by petition, requiring signatures equal to 5% of the votes cast in the most recent gubernatorial election. Passage requires a simple majority. The Legislature cannot amend a successful initiative statute without voter approval unless the initiative itself permits it.
