CICA — Citizen-initiated constitutional amendment

A constitutional amendment placed on the ballot by petition, requiring signatures equal to 8% of the votes cast in the most recent gubernatorial election. Passage requires a simple majority of voters. Once adopted, only another constitutional amendment can change it.
